【摘要】:1.1ThisGuideestablishesgeneralrulesforevaluatingandexpressinguncertaintyinmeasurementthatcanbefollowedatvariouslevelsofaccuracyandinmanyfields—fromtheshopfloortofundamentalresearch.Therefore,theprinciplesofthisGuideareintendedtobeapplicabletoabroadspectrumofmeasurements,includingthoserequiredfor:-maintainingqualitycontrolandqualityassuranceinproduction;-complyingwithandenforcinglawsandregulations;-conductingbasicresearch,andappliedresearchanddevelopment,inscienceandengineering;-calibratingstandardsandinstrumentsandperformingteststhroughoutanationalmeasurementsysteminordertoachievetraceabilitytonationalstandards;-developing,maintaining,andcomparinginternationalandnationalphysicalreferencestandards,includingreferencematerials.1.2ThisGuideisprimarilyconcernedwiththeexpressionofuncertaintyinthemeasurementofawell-definedphysicalquantity—themeasurand—thatcanbecharacterizedbyanessentiallyuniquevalue.Ifthephenomenonofinterestcanberepresentedonlyasadistributionofvaluesorisdependentononeormoreparameters,suchastime,thenthemeasurandsrequiredforitsdescriptionarethesetofquantitiesdescribingthatdistributionorthatdependence.1.3ThisGuideisalsoapplicabletoevaluatingandexpressingtheuncertaintyassociatedwiththeconceptualdesignandtheoreticalanalysisofexperiments,methodsofmeasurement,andcomplexcomponentsandsystems.Becauseameasurementresultanditsuncertaintymaybeconceptualandbasedentirelyonhypotheticaldata,theterm“resultofameasurement”asusedinthisGuideshouldbeinterpretedinthisbroadercontext.1.4ThisGuideprovidesgeneralrulesforevaluatingandexpressinguncertaintyinmeasurementratherthandetailed,technology-specificinstructions.Further,itdoesnotdiscusshowtheuncertaintyofaparticularmeasurementresult,onceevaluated,maybeusedfordifferentpurposes,forexample,todrawconclusionsaboutthecompatibilityofthatresultwithothersimilarresults,toestablishtolerancelimitsinamanufacturingprocess,ortodecideifacertaincourseofactionmaybesafelyundertaken.ItmaythereforebenecessarytodevelopparticularstandardsbasedonthisGuidethatdealwiththeproblemspeculiartospecificfieldsofmeasurementorwiththevarioususesofquantitativeexpressionsofuncertainty.*ThesestandardsmaybesimplifiedversionsofthisGuidebutshouldincludethedetailthatisappropriatetothelevelofaccuracyandcomplexityofthemeasurementsandusesaddressed.
